When the secretary of the Supernatural, Ophelia Reyes, gives a press conference with an offer to disempower everyone in the ‘The Safe Zone’, Buffy and Willow face a tough decision: do they lose their powers and gain the chance to escape, or remain in the camp with Spike? As fights break out in the internment camp amongst those who have accepted the offer and those who cannot for fear of dying, Buffy turns to Riley and his wife, Sam, for advice; but she is disappointed to learn that they advocate a world without magic. Meanwhile, Willow loses Calliope, who has chosen to accept the amnesty on offer. Knowing that they can better fight the government from the outside, Buffy reluctantly bids goodbye to Spike, and then takes the procedure with Willow; now disempowered, they leave the compound…
