When a serious explosion occurs in the U.S.S. Enterprise's engineering section, a visiting Klingon exobiologist named J'Ddan is suspected of causing the incident. Admiral Norah Satie comes out of retirement to conduct an investigation, and, using evidence compiled by Lieutenant Worf, quickly extracts a confession from J'Ddan: the Klingon admits to passing schematics of the ship to the Romulans, but denies responsibility for the explosion. Satie's aide, a Betazoid called Sabin, confirms that J'Ddan is telling the truth, leading Satie to surmise that there is a co-conspirator aboard the vessel. When Satie questions the crew, she comes to suspect that crewman Simon Tarses is lying, concluding that he is one of the saboteurs; however, Captain Picard refuses to believe this without more substantial evidence. Meanwhile, LaForge and Lieutenant Commander Data determine that the warp engine explosion was an accident. Satie continues to insist that Tarses is a traitor, a conclusion reinforced on learning that he is part Romulan. But when Picard attempts to stop Satie's witch-hunt, she calls an official hearing into effect, and demands that the captain be interrogated as a possible traitor...
